Introduction |
Liberalisation of the National Economy
The Republic of Zambia gained Political Independence from Great
Britain on The 24th of October,1964 Up until 1991, when multi-party
election where held In the first truly democratic setting, the
Zambia economy was based on socialistic Principles-major business
concerns such as the mines, Airline, National Railways the posts and
Telecommunication Authority, etc were either wholly or majority
sharing Owned and controlled by the Government. After the 1991
elections the newly formed democratic government announced The
Intention of getting out of business. The command economy of the
past era was replaced by a liberalized one where private
participation in all spheres of the economy was to be maximized and
that of the government minimized and eventually phased out all
together.
Liberalision of the Telecommunications Sector
In July of 1994, the Zambia Pariament passed the Telecommunications
Act. The Telecommunication Act ushered in a new era of private
participation in the Provision and operation of telecommunication
network and services. Now, any individual or organisation could
apply for an operation or services provision licence.
The Communications Authority
The Telecommunication Act also established the Zambia Communications
authority (ZCA), whose main purposes include regulating and
monitoring the provision and operation of telecommunication services
in the country and overseeing the coexistence of the various
entities involved in the sector. The powers and functions of the
Communications Authority are executed by the board of Regulators
appointed by the Minister responsible for communications. ZCA is
headed by a controller of communications. The Authority may grant
licences for the provision and operation of telecommunication
services to eligible individuals or organisations subject to
prescribed conditions.
Splitting Up of PTC
Following the liberalization of the telecommunications sector after
enactment of The Telecommunications Act the Post and
Telecommunications Corporation (PTC) ceased to exit as a single
entity. The former Postal Division became the Zambia Postal Services
Corporation and the Telecommunication Division became the Zambia
Telecommunication Company limited (Zamtel). |

The Zambia Telecommunications system shall be operated such that it:
Provides good availability and reliable of basic telecommunications
and other value added services. Take advantage of opportunities in
other profitable telecommunication related business that utilise the
basic telecommunications infrastructure. Contributes to national
development, with special attention being paid to the needs of rural
and peri-urban communities. Promotes overall responsibility for the
national telecommunications network.
Vision 2000
The vision of the company is to be the Best Services company in the
country by the year 2000. The business communication and customer
orientation. the aim is to achieve and maintain global standards in
the provision of Telecommunication services.
Company Mission
Zamtel s mission is to provide cost effective, comprehensive and
high quality Telecommunication facilities and services to the
customer. The company shall Strive to achieve a level of profit
sufficient to discharge shareholder obligations to cover Investment
and operational requirements.
Zamtel's Main Strategic Issues
Considering developments in the telecommunications market, the
company shall focus its strategies to addressing issues such as: How
to direct company into a more customer oriented operation. How to
operate the company on sound economic principles. How to steamline
the company image by issuing a communication strategy to support the
business strategy of one Company-One profile. How to organise and
manage the company to comply with the high quality of services
demanded by the customer. How to prepare the company to cope with an
increasingly competitive telecommunications environment in a
liberalized market.
