The Department of Customs and Excise falls under the Ministry of Finance and Development Planning and directly under the Division of Financial Affairs. It is one of the major revenue earners for the Government of Botswana coming second after revenue derived from minerals. In 2000/2001, the Department raised R2 985 million.

The Department adopts its name from its two major components of revenue source viz, “Customs” derived from “Customs Duty” being a charge imposed on imported goods and “Excise” derived from “Excise Duty” being a levy impose don locally produced goods.

By way of background, the Department of Customs and Excise was established through an Act of Parliament in April 1970, to implement in Botswana the provisions of the Southern African Customs Union Agreement (SACUA), which was concluded in December 1969.
 

The activities of Customs and Excise however predate the department to as far back as 1910, when the then colonial rulers namely, the British Government, negotiated and signed a Customs Union Agreement on behalf of Bechuanaland, Basutoland and the Kingdom of Swaziland, with the Republic of South Africa, to allow free movement of goods amongst the four countries.

It's major responsibilities include, inter-alai, the collection of revenue for the Government, control of imports and exports and the collation and collection of trade statistics. All these are executed with the spirit of trade facilitation at heart.

Mission
     
  The mission of Botswana Customs and Excise is to:
  • Collect for the Government proper amount of Customs and Excise duties and Sales/Value Added Tax.
  • Collect and collate Trade Statistics (Data) for decision making;
  • Protect society from illicit goods
  • Facilitate trade for economic development through enforcement of Customs and Excise Act and associated legislation's.

Excise and Sales/Value Added Tax services to the nation, international and trading community, keeping pace with the changing environment and within the ideals of National Development Plans and Vision 2016.
